What I like about the Eastern European deal is that it would need Government support and would involve large numbers of units.

Look, nobody is saying no funds are required ever. Any CEO would be highly irresponsible to suggest that. But just now there is no need for funds. If a contract is signed then funds may be needed. Or not. We can't see into the future.

I think you protest too much

If you have been invested for 5 years then I apologise to you ( I have been for 8 or more ). The words I think he used were 'we have plenty of runway '. Obviously we will eventually need funding but when, how much and wether we can get partners to share or even completely fund is up in the air. But for now we are good.
