So Angus haveOGA Test production licence in place...Yes but SCC planning permission is only granted for an Appraisal and testing back in August......So no planning permission in place for production!!

Exploration is the first phase of hydrocarbon development and is necessary in order to prove the existence of oil and gas. Appraisal or testing is the second phase of hydrocarbon development. This is required to gather additional information about the extent of the deposit or its production characteristics. Based on this information, it is then possible to establish whether viable hydrocarbon reserves are present, which may be capable of supporting longer-term production. Production represents the third phase of hydrocarbon development. This would require a separate planning permission should the oil be found to be capable of being economically exploited.
SCC granted the permission with the knowledge that the planning officer had compiled the report. In the report he states
The flow will be constrained by the gas produced going into the Gas generator.
41.The rate of production from the BRX4Z well will be constrained by the capacity of the generator. Should the gas produced start to exceed the capacity of the generator to accept it then the well rate will choked back. The applicant understands that the existing generator is capable of being configured to run on a variety of fuel sources, including gas. Further, a portable diesel generator is also permitted by planning permission ref: MO/2017/0916.
42.Whilst it is possible for the existing generator to utilise the gas, given the relatively short-term nature of the proposed appraisal works, it is likely that the existing generator will be replaced with a new, hired in unit. This would consist of a 375kVA gas generator with an output range of 511 kW per hour (at 50% power)to 933 kW per hour at 100% .At a production rate of 300 barrels of oil per day (BOPD) the associated gas from the Kimmeridge is anticipated to be in the region of 71 cu m per hour which is equivalent to approximately 770kW. The electrical output will be matched to the available gas output, i.e. the electrical output will be increased when more gas is available (higher pressure)and decreased when less gas is available (lower pressure)
he also states Page 82 7(a) no plant, building or machinery whether fixed or moveable, other than those permitted by this application, shall be erected on the application site without the prior written approval of the County Planning Authority in respect of the location, design, specification and appearance of the installation, such details to include predicted levels of air quality and noise emissions and their tonal characteristics
If Gas is an issue and Would SCC give permission for more generators given this is not a production licence and the planning officer has told the committee only 1 generator in the report?
