It is not a question of what they could have sold at, it is more a question of what they bought in at. It is important to remember that if you search through the historical RNS, a fund raising round took place for this company about three years ago at 3 pence per share (I cannot remember the exact time) and the entire company was re-positioned under the new CEO being Charles Butler. People who were in on that round, and those that got in all along the way up are well "into the money" one could say. The thing to note is that there is close to 300 million shares outstanding and daily volumes in recent time are at around 1.75 million shares sold per day. With average trades in the 5,000 to 100,000 range. When a big seller comes in to sell 2.1 million shares, one would expect a big dip but that did not happen. The point is that there must be plenty of folks out there happy to pick up shares at this 18p range (sort of a floor.) Who knows why people/ investment firms sell when they do but my opinion is that results in April will show steady gains and a stable and growing company paying a dividend which also operates in a sector (technology/ gaming) that is interesting.
