Why didn't one of Sandfire or Cupric Canyon see possible potential of what glr now hold?

Surely they must of been aware of the potential there being in the game and so close to it. Makes me think unless I'm missing something obvious.

BUT no mention of kabwe/zinc, makes one think is it back of the self now, which does have direct impact on glr (as many said previously).
