If HH was anything to go by it took just under 2 years to get the conditions passed to proceed further.

The SCC Ref 2018 0152 (07/12/2018) Planning Application was finally granted on 27 September 2019. The final hurdle was cleared on 21/10/20.

There were 31 conditions of which 7 were "Prior to the commencement", 5 of which went before the Planning Committee.
These were the ones that went to Planning. "IMPORTANT CONDITION NUMBERS 8, 11, 16, 19, 24 MUST BE DISCHARGED PRIOR TO THE COMMENCEMENT OF THE DEVELOPMENT"

To put Loxley in perspective Loxley has 22 "Prior to the commencement" conditions. i.e. 3 times the number HH had. That will give you some idea of the enormity ahead in discharging the conditions.

"Highways, Traffic and Access
7) a. At the meeting held today, the cartel decided to reduce production by 100,000 barrels per day, despite Russia's objections. 
In the very short meeting of OPEC+ held today, it was decided to reduce daily production by 100 thousand barrels in October. 
The energy ministers of OPEC+ member countries agreed to end the increase of 100,000 barrels per day for September at the end of the month and reduce production to August levels. It is reported that Russia is objecting to the production cut decision. 
The next OPEC+ meeting will be held on 5 October. 
In August, the Saudi Oil Minister signaled the decision by saying that OPEC should cut production 'to reduce price volatility'. 
OPEC's 100 thousand-barrel symbolic cut-off decision, which produces approximately 2.9 million barrels a day below the total production quota, is not expected to have a major impact on the markets.
3 DOLLARS RISE
The decision to cut production at the meeting of OPEC, the Union of Petroleum Exporting Countries, increased crude oil prices by around 3 dollars on the first trading day of the week. In international markets, the price of Brent crude oil per barrel is $ 96, while West Texas type WTI is trading at $ 90.
