If HH was anything to go by it took just under 2 years to get the conditions passed to proceed further.
The SCC Ref 2018 0152 (07/12/2018) Planning Application was finally granted on 27 September 2019. The final hurdle was cleared on 21/10/20.
There were 31 conditions of which 7 were "Prior to the commencement", 5 of which went before the Planning Committee.
These were the ones that went to Planning. "IMPORTANT CONDITION NUMBERS 8, 11, 16, 19, 24 MUST BE DISCHARGED PRIOR TO THE COMMENCEMENT OF THE DEVELOPMENT"

To put Loxley in perspective Loxley has 22 "Prior to the commencement" conditions. i.e. 3 times the number HH had. That will give you some idea of the enormity ahead in discharging the conditions.
