Therefore the current situation must be that they expect it will be successful.

When the agreement was made that there was a required 19/1 dilution, that was set at the point when the share price was at around 26p.

Does that mean that there will not be a 19/1 dilution from the current price when the raise actually happens?

Just waiting for the 10% brigade to finish selling from their recent purchases, then it's up to 4p and beyond.
