We have around 5000 highly competent retired engineers on Teesside of all disciplines... it would take many months to get the ball rolling... it could be done but the supply chain logistics and manufacturing would be a nightmare, a very expensive Nightmare. The answer is the get china to do it... the capacity ain't here... you certainly cannot use jcb technology!!! In my humble experience..
