the way i see it.... they accelerated the commitment to ensure they got the 50% and got all the paperwork sorted well before they went into production. sensible and safe approach. Now they want to define as much resource as possible prior to commencement. again i see this as a line in the sand approach and probably to agree the through put of the partners plant. better to get everything squared away before hand as after the event we could be held to ransom over the plant
