This is my take on this now. As POWERCHINA are including Phulbari Coal and Power Project in the “Belt and Road Initiative” this is an extra piece of State Government of China leverage against all the other projects under the same within BD. Excellent news.

Hang on, we’ve a timeline too: “The MOU sets out a projected timeframe of concluding a Joint Development Agreement with the parties by 31 December 2018, and subsequently submitting a formal proposal to the Government of Bangladesh by 28 February 2019.”

The best bit: “PowerChina will facilitate the inclusion of the Phulbari Coal and Power Project as a One Belt, One Road Initiative of the People's Republic of China;”

Some banks (HSBC for one) have said that although they are cutting funding for coal plants in developed countries, they aren’t in developing countries and they specifically mentioned BD if I recall correctly. There is also funding from the Chinese as we are working with State owned Enterprises I’m expecting that to be readily available.
