Its already done. New shares are created and sold at a price. If the company is in dire straits they will offer the new shares at a price below what was current. These shares are then just added into the larger pool. Diluting everyone elses. Like here today , without warrants the shares were diluted by 35% and there is an overhang of 14m shares that those that took part in the placing can buy at 12p at any point in the next 2 years.

It was said that only about half was to be used for the water problem. So digging a hole putting a pond liner in and pumping water into it is circa £1.25m ! Not sure of that includes the koi carp or not.
