I recently built a new house which is a high efficiency home with air source heating and solar water. Installing a tesla battery and getting an electric car when I next upgrade.

I would imagine they exploit several design features to reduce costs & maximise efficiency.

Not saying I don't think Iceland is a good candidate. Just locating the infrastructure might be tricky. I'm making a list of the 5 top places I think mining could utilise ocean renewables and cooling for fun and it will nearly certainly be on the list.

You also need high speed Internet access.

The amount of data a 200mw mining facility would need would probably require a dedicated connection.
