In order to build an oil refinery within the planned timeframe within the framework of the “General Loan Agreement” signed between the Government of Mongolia and Exim Bank of the Republic of India, to intensify project activities, to determine state support, and to establish legal regulations. The draft law “On supporting oil refineries” was approved by the Parliament on January 29, 2021.
The draft law was developed by a working group consisting of representatives of the Ministry of Justice and Home Affairs, the Ministry of Mines, MRPAM, and the Mongolian Oil Refinery, and was submitted to the Parliament for discussion at the Cabinet meeting on December 30, 2020. Accordingly, the Parliamentary Standing Committee on Industrial Policy established a working group chaired by MP G.Temuulen, and the draft law and the accompanying draft law were successfully discussed and approved by the Parliament.
With the adoption of this law, international norms, rules, regulations and standards for the construction of oil refineries and crude oil pipelines and their main technological and ancillary facilities shall be applied in the language specified in the contract, design shall be developed, certified, design approved and construction supervised. , facilitate commissioning, clarify government support, and establish a “Production Sharing Agreement” with the Mongolian Oil Refinery to maintain a stable supply of raw materials.
