My reading of the gobbledygook,hearsay,that can't be verified.
In the piece....it sounds like the workers head has borrowed off a bank to pay the guys.....as money was coming from frr.
For all we know, they could be under contract to our Georgian branch...that the liquidators have frozen.
Which means....money that should've gone to workers,now can't be sent be Zaza, due to his forced resignation.
Liquidators won't let any money out,as employees are down pecking order from hopeless,and co.

Maybe, for legal reasons,Zaza has been advised not to Trump up his own money. Or he could open a Pandora's box of some kind ?
So....Georgian government....10 day period....VAT money.....some can go toward workers, without detrimental effect on legals.
