Hi, I'm Chris Sier, Head of Innovation at the FCA. Today, I'm going to talk about the FCA Innovation Pathways programme.

The FCA Innovation Pathways programme is a new initiative that we've launched to help firms that are developing innovative financial products or services. The programme provides guidance and support to firms, helping them to reduce the risks associated with innovation and to accelerate their time to market.

There are two tracks within the Innovation Pathways programme:

The Regulatory Sandbox: This track is for firms that are developing innovative products or services that are not yet ready for the market. The Sandbox provides a safe and regulated environment for firms to test their products or services, and to get feedback from consumers.

The Innovation Pathways: This track is for firms that are developing innovative products or services that are ready for the market. The Innovation Pathways provides guidance and support to firms, helping them to navigate the regulatory landscape and to launch their products or services successfully.

The FCA Innovation Pathways programme is open to all firms, regardless of their size or location. To apply to the programme, firms need to submit an application form and to provide a detailed description of their product or service.

FCA only launched Innovation Pathways last year, a new, unified firm services that provides tailored regulatory guidance to innovative businesses, including established firms, start-ups and tech firms that want to deliver positive innovations and consumer outcomes in the financial services market, including firms serving gaps in the advice market.

Alongside this, the Digital Sandbox provides firms with access to a range of online tools and high-quality synthetic data assets to test and develop their propositions. It was launched to support products and services at earlier stages of development, namely ‘proofs of concept’, including supporting RegTech firms.

In a 2022 blog post, the FCA stated that they had approved over 90% of applications to the Innovation Pathways programme in the previous year.

BoD should explain and address how they are going to approach the FCA Innovations Pathway programme.

In my opinion, this is not negative for our business model, but it will be a learning curve for FCA and GST to adopt the best approach for executing the stablecoin plan. Rome wasn't built in a day, and I'm very confident GST will get there in due time.

As an alternative, the FCA has offered GST a place on their Innovations Pathway programme, an initiative designed to support financial services firms in launching innovative products and services.

GST is pleased to accept the offer and will be provided with a dedicated FCA case officer, with a comprehensive range of support services, to assist us in further developing our stablecoin plans.

This may involve a future Regulatory Sandbox application or preparation for regulatory authorisation without the need for supervised testing.

GST does not view this as a setback, but rather as an alternative and appropriate pathway offered by the FCA.

In short, GST' stablecoin application was not approved by the FCA, but they have been offered a place on the FCA Innovations Pathway programme. This is a positive development for GST, as it will give them the opportunity to continue developing their stablecoin plans with the support of the FCA.
