Previously, on September 18, 2023, PM Xanana had a meeting with Special Representative of the Australian Government for Negotiations and Development of Greater Sunrise, Steve Bracks, and announced that Timor-Leste and Australia would hold technical discussions in June 2024. Australia recognizes that the Greater Sunrise project is of great importance to the people and families of Timor.

The Giant Company Group from Beijing, China, CCCPI Branch for Gas Industry, met with Prime Minister Kay Rala Xanana Gusmão to introduce their plan to invest in mining and gas exploration in the Timor Sea. Xanana, the Executive Chief, thanked the company's confidence in investing in Timor-Leste to properly assess the situation and comply with the government's policy. "We warmly welcome the investors from China who have come to Timor-Leste to see and carefully review the Timor-Leste situation and seek to comply with the policies of the Timor-Leste government," Xanana informed the press at the Maritime Border Cabinet, Government Palace in Dili. At the event, the Chief of the Beijing-Xina CCCPI Branch Delegation for Gas Industry, Zen Gguoyong, appreciated the chance to visit Timor-Leste to explore opportunities for cooperation to develop mining and gas exploration for the future. "We want to invest in oil exploration in the Timor Sea, not just for our benefit, but to help advance Timor-Leste, which does not have many investment opportunities in the international community," said Zen Gguoyong.

On Friday, November 17th, 2023, His Excellency the Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, and Mr. Vice President of South Korean company SK E&S, Ilyung Kim, signed a partnership agreement for the implementation of the Carbon Capture and Storage (CCS) project. SK E&S is the second largest company in Korea, specializing in technology, renewable energy, hydroelectric power generation, and Carbon Capture and Storage. "We will work together with the Timor-Leste government to search for opportunities, find gas fields to include in the CCS. The CCS project is an opportunity to contribute to the Timor-Leste economy. SK E&S will work together with the Timor-Leste government to achieve what we signed today, in the near future," said Mr. Ilyung Kim from SK E&S.

The CCS project is a part of technology that can reduce the production of carbon dioxide - CO2 which has a high effect on the environment. Timor-Leste wants to implement this project, related to the end of Bayu Undang petroleum field production which is almost over. "Timor-Leste can become a nation that has huge potential to develop CCS industry, especially in the Bayu Undang field which is going to end and has a great opportunity to convert to CCS storage. So, the ministry together with SK E&S will make joint efforts to develop it," said His Excellency Minister Monteiro.

A partnership agreement that has been signed for one year duration, but contextualized with studies, to establish a permanent agreement between the Timor-Leste government and SK E&S, in order to make investments, not only in the CCS area but also in other areas that are important for the Timor-Leste economy.

Interestingly, this article suggests any Chinese funding for Greater Sunrise not straightforward. TL still left with a big bill. Let’s hope BOIL can ignore the unending soap opera that is GS and progress Chuditch asap.

China has expressed a strong interest in Timor-Leste’s oil and gas reserves but, to date, has baulked at adopting Timor-Leste’s plan to develop the Greater Sunrise LNG on the country’s south coast.

China’s main development investor, the Export-Import Bank, has already rejected the proposal without provisions by Timor-Leste that it would provide the capital to finance its on-shore facility. This would be around the same amount that the country has remaining in its Petroleum Fund.

DILI: Senior representatives from Osaka Gas Japan and Australia arrived in Dili on Wednesday to meet Timor-Leste's Minister for Petroleum and Minerals, as Timor-Leste pushes for progress on the long-stalled Greater Sunrise Gas Project in the Timor-Sea, according to a government filing.

Minister Francisco da Costa Monteiro said he advocated strongly "a vision for a constructive approach towards the sustainable development and fruitful fruition of the projects related to the Greater Sunrise field."

Present at the meeting were Senior Managers Motoyuki Hirabayashi from Osaka Gas, Japan, and Rod Lake from Osaka Gas Australia.

There has been goodwill on both sides to progress the joint venture, but no details were given about the outcomes of the talks.

Osaka Gas is one of Timor-Leste's partners in the Greater Sunrise Gas Field alongside operator Woodside Energy, owning a 10 per cent participating interest share in the project. Yet talks about the gas field's progress have been dominated by Woodside Energy.

I would imagine Timor Leste and Greater Sunrise was discussed.
