Govt plans to expand mining area in Barapukuria

The government is planning to expand the mining area in Barapukuria by another 4.5 square kilometres to produce additional 2,500 tonnes of coal per day, officials informed.

The Barapukuria Coal Mine Company has already conducted a feasibility study for the extension of the underground mining operation towards the south and the north side of the basin without interrupting the current production area, said the officials.

“We received the draft feasibility study report today. The mining area might be extended by three square kilometres,” Petrobangla chairman Abul Mansur M Faizullah told daily sun on Wednesday.
He said Petrobangla has asked the mine authorities to submit the final report by September indicating the financial viability of the extension.

Barapukuria Coal Mine Company Ltd will resume coal production in the existing new phase from September 1-2.

“But we will appoint new firm for the extended mining area through a tendering process. It must be financially feasible,” the Petrobangla chairman said.

He said the extension is no way related with recent coal scandal. The feasibility project was taken more than one and a half years ago at a cost of Tk 77.60 crore.

“We will need at least two and a half years to start extracting coal from the extended mining area,” the Petrobangla chairman said.

Barapukuria Coal Mine has the capacity to produce 4,500 tonnes of coal per day.
Country’s five coal mines have a total reserve of 3565 million tonnes of coal. Of them, the Barapukuria coalmine has a reserve of 390 million tonnes.

Regarding the recent coal scandal, the Petrobangla chairman said the government is investigating the matter and the culprits will be brought to book.

State minister for power and energy Nasrul Hamid earlier said his government would not take any responsibility of the bureaucrats responsible for the coal scandal in Barapukuria.

The Barapukuria coal-fired power plant was shut down on July 22 for an indefinite period after the Barapukuria coalmine mysteriously ran out of coal. The power plant needs 5,500 tonnes of coal a day run in full swing.

The mine authorities filed a case accusing 19 officials, including the managing director of the Barapukuria Coal Mining Company, over the disappearance of 144,644 tonnes of coal worth Tk 2.3 billion.

Looking back to the history of the coal mine, an Australian mining company discovered coal in Phulbari between 1994 and 1997. But the company sold its right to mine to London-based Asia Energy Corporation. The Corporation proposed an open pit mine project, and estimated that it would take thirty-six years to mine the deposit. The Bangladesh Department of Environment also approved the open pit mine project.

On August 26, 2006, 50,000 people marched to demonstrate opposition to the proposed mining project. The Bangladesh Rifles (BDR) opened fire on protestors, and killed five people. Protestors held demonstrative funerals for the five activists who were shot and killed during the protest.

On February 06, 2014, a meeting was held in Bangladesh with the Power and Energy Ministry's officials. In the meeting, the Prime Minister of Bangladesh, Sheikh Hasina, stated that it was in the country's best interest to stop coal extraction for the time being.

The government is likely to import coal to run the Barapukuria power plant as supply has been disrupted from the local coalmine, said Power Division Secretary Ahmad Kaikaus.
“We are planning for importing coal as an alternative,” Kaikaus said on Saturday, adding that a high-level committee has been formed to discuss the issue of importing coal.

The 525MW thermal power plant had been running on coal supplied from the Barapukuria coalmine.

The plant shut production on Jul 22 due to lack of coal supply from the mine, causing a severe power crisis in the north. Although the Sirajganj plant has increased its supply to the region, it has not been sufficient to meet demand.

“We stopped production to ensure the remaining coal could be used by the plant to provide an uninterrupted power supply during Eid holidays,” said Kaikaus.

The mine authority has begun to supply 100 tons of coal to the plant since Friday, said State Minister for Power Nasrul Hamid.
The power plant needs about 5,500 tonnes of coal to operate.

It will take about one and a half months to collect sufficient coal from the new phase of mining operations, said the prime minister’s Energy Adviser Tawfiq-e-Elahi Chowdhury.

It is a challenge to secure “quality coal”, as provided by the Barapukuria mine, on short notice.

“We will import coal as per the requirements of the Barapukuria plant,” Kaikaus said. India, Indonesia and Australia are initially being contacted for the deal.

However, he could not give any specific deadline for coal import.

Barapukuria in Dinajpur is one of the largest coalmines in the world, supplying high-quality coal that contains 0.53 percent sulpher and 12.40 percent ash. Its calorific value is higher than 6,000.

The mine authority has filed a complaint under the Anti-Corruption Act accusing 19 persons, including the managing director of the Barapukuria Coal Mining Company, over the disappearance of 144,644 tonnes of coal worth Tk 2.3 billion.
Chowdhury said the government has taken on the responsibility of probing the issue.

“Be patient. There won’t be much trouble apart from a slight fluctuation in voltage.”

The power situation in the Rangpur region is not that bad, said Kaikaus. “There is a problem during peak hours, and also some voltage fluctuation, but we will manage.”

Bangladesh Nationalist Party has alleged that ‘lakhs of tonnes’ of coal were not disappeared from yard of Baropukuria coalmine without the ‘green signal’ of the ruling party.
BNP senior joint secretary general Ruhul Kabir Rizvi came up with the allegation at a news briefing at the party’s central office on Friday.
Justifying his allegation, the BNP leader said the ministry concerned did not take any step after the coalmine authorities announced to stop extracting coal from the mine and shut down a unit of the power plant in July last year.
These activities of the coalmine authorities proved that the coal was not disappeared without green signal of the ruling government, Rizvi said.
He said that the concerned authorities’ indifferent attitude towards the whole incident was really suspicious.
‘Dishonest businessmen and mine syndicate authorities, in association with lawmakers and ministers, have sold out the coal in the black market instead of using it for generating electricity,’ he added.
‘The authorities concerned have granted 42-day leave for going abroad to a higher official of the coal mining project, who was allegedly involved in the incident. It proves that the ruling party is involved in the incident,’ Rizvi said.
‘The Anti-Corruption Commission’s investigation in this regard is nothing but an eye-wash,’ he said.

A probe committee submitted its report on Wednesday blaming improper maintenance of inventory for disappearance of coal while a case was filed against 19 Barapukuria Coal Mining Company Limited officials for the scam that caused closure of a power plant and power supply disruption in Rangpur division.
The inquiry committee led by Petrobangla director (mining) Quamruzzaman submitted its report to state-minister for ministry of power, energy and mineral resources Nasrul Hamid at about noon, ministry officials said.
Nasrul told reporters at the ministry in the afternoon that he was yet to go through the whole report.
‘I can make comments only after going through it properly,’ he said.
He, however, blamed Petrobangla for not maintaining inventory since the beginning of the operation of the Barapukuria Coal Mine in 2006.
He suspected that all officials of the company were involved in the irregularities and corruption which caused disappearance of 1,48,000 tonnes of coal from the mine field and forced complete shut-down of a thermal power plant nearby since Sunday.
Nasrul said that actions would be taken against the people involved in the scam as per the report of the committee appointed on Sunday.
Barapukuria coal mine manager (administration) Mohammad Anisur Rahman filed the case with Parbatipur model police station Tuesday night accusing 19 officials of the company, including former managing director Habib Uddin Ahmed, of stealing 1,44,644 tonne coal worth about Tk 230 crore.
Barapukuria Coal Mining Company general manager (administration) Abul Quasem Prothania, general manager (mine operation) ATM Nuruzzaman Chowdhury, deputy general manager (store) Khalemul Islam, who were suspended earlier, who were suspended following the scam, were among the 19 officials named in the case.
Deputy managing director (mine planning and development) Zobayer Ali, former general manager Abdul Mannan Patwari, manager (finance and accounts) Gopal Chandra Saha, managers Mosharraf Hossain (exploration), Masudur Rahman Hawlader (general services), Ashok Kumar Haldar (production management), Arifur Rahman (maintenance and operation), Jahidul Islam (design, construction and maintenance) and Syed Imam Hasan (security), deputy managers Ekramul Haque (safety management), Muhammad Khalilur Rahman (coal handling), Morsheduzzaman (maintenance and operation), Habibur Rahman (production management), Jahedur Rahman 9mine development), and assistant manager Satyendranat Barman were also named in the case.
Parbatipur model police station inspector (investigation) Fakhrul Islam told New Age that they already sent the case document to the Anti-Corruption Commission for investigation.
On July 23, the commission formed a three-member committee to look into the ‘disappearance of coal’ from Barapukuria coal mine.
Commission secretary M Shamsul Arefeen said that they came to know that a case was filed with the local police station for the coal scam.
