Lithuania has a transitional, or "grandfathering," period for existing Virtual Asset Service Providers (VASPs) to get licensed as Crypto-Asset Service Providers (CASPs) under the new MiCA regulations.

Deadline: Existing VASPs must obtain a MiCA license by December 31, 2025.

Initial extension: Lithuania originally set an earlier deadline but extended it to the end of 2025 to give companies and the central bank more time to prepare.

Restrictions: During this transition, VASPs that have not yet been licensed as CASPs:

Cannot "passport" their services to other EU member states. They can only operate within Lithuania.

Their clients do not have the added consumer protections that come with a full MiCA license.

Illegal activity: Providing crypto-asset services without a MiCA license after January 1, 2026, will be considered illegal.

The Bank of Lithuania specifies that rejected companies must inform their customer base.

"Since the beginning of this year, the Bank of Lithuania has received almost 50 applications from companies for a crypto-asset service provider license, some companies have applied several times after their application was rejected. Currently, more than 10 applications are being considered, and so far only one company has been issued a crypto-asset service provider license."
