why Government is taking time to assign £374M to ODX?

surely if I was the CEO I would say to the government stop wasting Omega Diagnostic time, in that the time government is messing around ODX could have sold billion worth of tests to India, Brazil etc

does anyone thinks government should give £2Billion worth of contracts or pay compensation for messing around with the public listed company.
