I think legally he only needs to report when he has finished selling, although I might be wrong.

Dont think anything untoward, Its taken him 16 months to sell, so probably just pi's buying them up, which is why its remained at 4p. the question is , has he finished selling? if he has then it should start to rise now, to where it should be!
