I don't think the Project will end up in US, because of its location and US looking at home Soil. Although a few are in disagreement, I think new developing countries like India, Saudi Arabia and East will aquire it for Future production.
Here is US currently:
Titanium producers
TIMET: Headquartered in Texas, this company has been a major US titanium producer since 1950.
Ineos Pigments: A leading producer of titanium dioxide in North America.
Allegheny Technologies: A major producer of titanium mill products.
IperionX: Receiving funding from the US Department of Defense to develop an integrated domestic titanium supply chain and restart titanium powder production.
Universal Achemetal Titanium: Also awarded funding from the DoD to develop its novel titanium extraction and refining process.
Refining and production processes
Titanium sponge: The US has only one titanium sponge producer, located in Utah, though actual production data is not publicly disclosed.
Sponge to ingot: The sponge must be further refined into a usable form like ingot. This is done through processes like Vacuum Arc Re-melting (VAR) or cold-hearth melting.
Challenges: The batch-based process for titanium is much slower than that for metals like iron, with processing times that can take weeks.
