Encourage people to go to the airport, have a pre flight test and wait in the lounge for your 1hr results. Obtain a clear test, hop on the plane and fly = ideal.

However i wonder what they are doing with any tests that fail?

It is a situation i know, unfortunately one of the consequences of the 'hand outs' time we live in where some freeloading people expect everything for nothing paid for by everybody else, rather than put their hands in their own capable pockets and pay for what, generally, amount to luxury items they want themselves. i.e. extracting urine.
