Hong Kong's hospital system could face "collapse" as it grapples with a sharp rise in coronavirus cases, the city's leader Carrie Lam has warned.

She said the city was "on the verge of a large-scale community outbreak", urging people to stay indoors.

New regulations, including mandatory face masks and the closure of dine-in restaurants, kicked in on Wednesday.

Hong Kong - which had early success against Covid-19 - is now regularly reporting over 100 new daily cases.

Less than a month ago, the average number of new daily cases was under 10.

European shares edged up slightly on Wednesday after mixed earnings reports, but a resurgence of COVID-19 cases kept investors cautious while they waited to hear from the U.S. Federal Reserve.
Wall Street closed lower on Tuesday and the negative sentiment continued through the Asian session, with Japan’s Nikkei falling on a rising yen and weak start to the earnings season.

But the MSCI world equity index .MIWD00000PUS, which tracks shares in 49 countries, was up around 0.1% and mixed corporate earnings saw MSCI’s main European Index rise around 0.3% at 0757 GMT .MSER.

“Global stock markets appear to be starting to get a little wobbly as the latest earnings numbers start to paint a picture of a global economy that could start to face a challenging time in the weeks and months ahead,” wrote Michael Hewson, chief market analyst at CMC Markets UK.

“The resurgence of coronavirus cases that are starting to get reported across the world is prompting the realisation that hopes of a V-shaped recovery are starting to look like pie in the sky,” he added.

The territory’s economy contracted 9% in the second quarter from a year earlier, according to an advance reading from the Census and Statistics Department Hong Kong. ... Deputy Governor Masayoshi Amamiya said the central bank will not rule out deepening negative interest rates as part of efforts to cushion the economic blow from the coronavirus pandemic.
But he said the BOJ must be vigilant to the cost of any such steps, warning that excessively low rates could hurt financial institutions’ profits and discourage them from lending.

“When considering additional easing steps, we must be mindful than ever before of their potential side-effects,” Amamiya told a news conference on Wednesday.

“Having said that, we have various options available including deeper negative rates,” he added. “We won’t rule out the chance of taking rates deeper into minus territory.”

U.S. warns against planting unsolicited seeds from China.
The U.S. Department of Agriculture is warning Americans not to plant unsolicited packages of seeds that appear to be arriving from China.
States stretching from Washington to Virginia have also told residents not to put the seeds in the ground, after they arrived in the mailboxes of people who did not order them. Officials said the seeds could grow invasive species that threaten crops or livestock.

The USDA said on Tuesday it was collecting the seeds and would test them to determine if they were a concern to agriculture or the environment. The agency is working with states and the Department of Homeland Security’s Customs and Border Protection to investigate the packages, according to a statement.

The USDA said it had no evidence the shipments are something other than a “brushing scam,” in which people receive unsolicited items from a seller who then posts false customer reviews to boost sales.

The packages “appear to be coming from China,” according to the USDA. On Monday, the agency said it was “aware that people across the country have received unsolicited packages of seed from China.”

The coronavirus pandemic has intensified and prompted new economic restrictions. Data has pointed to a possible slowdown in business and hiring. And so-far stalled talks in Washington about further government relief have pushed the country to the brink of a spending cliff.
The risks to the U.S. recovery, in short, have grown substantially, and the new Fed policy statement to be released Wednesday afternoon will show just how seriously U.S. central bankers assess them. On Tuesday the Fed already made one nod to the outlook, extending from Sept. 30 to Dec. 31 the availability of the emergency credit programs it set up early in the pandemic when hopes of a quick “V” shaped recovery were still strong.
