Tariffs and ability to pay
People in Moyamba are currently dependent on kerosene lamps, small generators, and rechargeable batteries for lighting as found during the survey in the target villages in the command area of the proposed site.
Kerosene consumption was estimated to be around 4-5 liters per household per month. Households and business centres using small generators (e.g. tiger generators) consume about 1-2 liters of diesel per hour of use depending on the generator capacity.
The average hours of use by the households was found to be about 3-4 hours daily, indicating use of about 5 liters of diesel everyday, costing US$ 4-5.
The survey also found that people in Moyamba are paying about 1,000 Leone (approx. 0.25 US$) per charge for charging their cell phones in shops running on diesel electricity.

private operators. The survey and consultation also indicated these commercial enterprises could be probable beneficiaries of electricity apart from the thousands of households in the district.
The above mentioned facts show that households in the project area are spending around US$ 5-6 per month on kerosene for lighting. Households who are also involved in commercial activities are spending about US$ 100 – US$ 120 per month on diesel for lighting, entertainment devices and motive power.
The estimated households electricity consumption (based on the survey) is in the range of 100 kWh/month, which indicates a monthly expenditure of around US$ 5 (considering the average generation cost of hydro power @ US$ 0.05/kWh based on the literature survey, referenced under Section C.10 Sustainability, in the Project Docucment).
The above estimates can be considered as proxy to their ability to pay for electricity services from the proposed small hydro power project.
