KaiSharp - It is a better sign than there being shares available in my view. But it is a market and you can't control the way buyers and sellers will act in the market at any given time. Often though new investors will buy shares at the advertised offer rather than offering a price themselves. If there is no fixed price offer they will often place orders at the ask and hope they get filled this creates a stronger demand against supply and price moves.
Also, it can be NT if there is very little stock available at a given price and therefore an indication that it is likely to move up. The same applies in reverse.
