As the loss happened within the ISA I don’t believe it can’t be claimed for tax relief. Example below
• You bought £5,000 of XYZ plc inside your ISA.
• XYZ goes into liquidation and your broker removes it at a “market value” of £10 (essentially worthless).
You can’t claim a £4,990 loss because:
• The loss happened inside the ISA (tax-ignored),
• And when it left, it was worth only £10 — so for HMRC purposes, your “acquisition” outside the ISA is £10.
If that £10 eventually becomes £0, your allowable capital loss is only £10 — not £4,990
