It is probably standard, but worth thinking about.
Apart from probably living local themselves, they have to Balance whatever decision they make against the "Locals" wishes. Otherwise they're out of a Job
Nothing yet to do with Greens, Putin etc its the How it will affect the local "Quality of Life".
I seem to remember the Oil Tankers were limited to a small number of Journeys per day, could only travel on certain roads, and not between 7:30 - 9:30 & 2:00- 4:00.
Upsetting the locals calling them Greenies or the Councillors spineless will not be in ANGUS best interests
IF it gets voted through then the Enviromentalists (Greens) will speak up.
Ha Ha Gideons, I love your poisitve slant on things, but perhaps reign it in a litle, as there are BB investors here who "could" be swayed one way or the other without doing proper research themselves.
You know that in the Surrey / West Sussex areas there are many "Legal/Professional/Enviromental" Voices against Angus being allowed to work Balcombe/Brockham, and they will speak up when time comes.
Nobody wants Oil tankers travelling through the villages, down narrow country lanes, through AONB and disturbing the peace, after all thats why they live there in the first place.
The enviromentalists will come out, and polution will again raise its head as a main grievance.
Finally, the councillors will listen to "their" public as local elections are due in May, and they want to be re-elected.
Angus will need to persuade them far better than the last 3/4 planning meetings, its not all about money.

Canada pledges to help countries stop using Russian oil
Canada says it can provide more oil, gas and uranium to help solve the global energy crisis.
Prices have soared as a result of Russian supplies being squeezed because of its invasion of Ukraine.
Canada's natural resources minister said many countries are committed "to help as much as we can in terms of displacing Russian oil and gas".
The world's fourth biggest oil producer has committed to exporting an extra 200,000 barrels of oil.

Perhaps they need to cast an eye over Canadian Overseas Petroleum Ltd (COPL) who recently announced a discovery of 1.5b - 1.9b barrels of Oil in Wyoming.
These figures are yet to be "confirmed", but no harm in looking.

COPL is a smallish Oil Company and will look for (large) partners if estimates are correct.
Believe land drilling 4x/5x cheaper than at Sea.
Costs are 4x/5x greater when drilling at sea than on land.
Perhaps they will look elsewhere US would be nice if our figures prove to be 1.5b - 1.9b or MORE
