A large shareholder closely involved with the scheme, by which i mean seriously inside, aware of the current status, and currently in for a fairly hefty chunk, might well decide that the risk of advancing relatively modest amounts (compared to the shareholding, and its potential value on completion), was small enough to do that. It would be much better than, for want of a small amount, forcing the company to raise from the market and dilute the large shareholding further at this level.
