The president was in Tshikapa, in the province of Kasai, on the last stage of his tour of the Greater Kasai area which concluded on 30th Dec when he visited the construction site of the Tshikapa-Kamako road. I don't see Bell in any of the pictures. The President is not travelling to the city of Mbuji-Mayi. So who is Bell really meeting?Bear in mind your local Brough or District, or even Parish Councillor, is part of "Government". That would be a more likely fit for an RRR narrative.
