Hippy Basically that is correct - we own 80% of BPPM and AP Group (of which Andrew is a shareholder along with others) own 20% (AP Group brought BPPM to VAST).
To say the history of the mine since VAST acquired is complex is an understatement, so here are the basics from my point of view and IMO.
When VAST acquired the mine, the licence had already been placed with Baita SA (RomGov owned mining company) as the company who owned BPPM was in the liquidation process when AP group acquired it. AP launched joint approach to get the mining licence back from Baita SA either to acquire the head licence or get an association of that licence with Baits SA still holding it, but giving VAST the right to mine.
AFCR Romania (our Rom subsidiary) has been in the Rom Courts ever since and won every case as far as I am aware. However the Rom justice system is endless as appeal after appeal is allowed - last year AP was able to negotiate a deal with the board of Baita SA to acquire the head licence (last October). There is an opportunity to sue for damages as we still have no licence but I should think that there is little chance of that ever happening it is far better to get an agreement by negotiation IMO and let's face it the RomGov have the ace card and what would years of battles in the courts achieve?.
Based on what I have researched (and been told) the delay from last October is probably due to the RomGov wanting to fine tune the agreement with Baita SA and get the best dea and admin delaysl. This process has taken much longer than was agreed and RNS'd and judging by the last RNS about it is coming to a close - hence the update which was not allowed previously.
There is no legal reason why the RomGov cannot grant the licence association, Baita SA have already agreed it, the other sign off comes from ANRM - the mining agency which is a formality as we have already received several licences from them and they clearly approve of us.
AP stated we will not know when the licence has been acquired until it occurs so it could be any day and it must be coming in the short term surely!
I contacted AP recently and whilst he obviously cannot give any confidential details, he seemed very confident regarding the whole process re.BPPM.
IMO we are in Romania and Zimbabwe just at the right time with the laws changing and both jurisdictions opening up, 2018 is not even half way over yet and it could still be a stellar year for us - let's hope so.
