The ARSO Decision, as well as the significant delay in rendering it, adversely affected the investments of the Investors. In particular, it has delayed the low-volume hydraulic stimulation of the Wells by at least five years, significantly setting back the development of the Field. Pending such low-volume hydraulic stimulation, the amount of gas produced by the Field has been very significantly reduced, resulting in a significant loss of the Investors’ revenues.
Apologies Parkeg 1, wasn't intended to confuse, just the one article, although same paragraph stated Consequences, while the other stated financial consequences, maybe obvious to some, but at least implies the potential settlement figure is more of a concern than anything else.

The SNS agreed with the proposal. "The proposal is excellent and is in Slovenia's favor. Fracking should be banned," said Zmago Jelincic .
NSi also believes that hydraulic fracturing should be stopped. "But we trust the ministry in charge of this area," said Jožef Horvat (NSi). Ljubo Žnidar (SDS) is of a similar opinion , adding: "If we ban one of the methodologies from the contractor, this is an ideal basis for filing a lawsuit."
The government considered the proposal inappropriate. As Blaž Košorok , State Secretary at the Ministry of Infrastructure, explained in the National Assembly on Thursday , the text is not properly formulated and does not take into account the financial consequences of interventions in the right to exploit hydrocarbons by injecting water, for which an environmental impact assessment is required.

STA, 14 October 2020 - Prime Minister Janez Janša, his Hungarian counterpart Viktor Orban and Croatian Foreign Minister Gordan Grlic Radman addressed a ceremony in the north-east of the country on Wednesday launching construction of a power line that will link the three countries.
The 80-kilometre power line between Cirkovce near Ptuj and Pince on the border with Hungary will establish a link between the Hungarian and Slovenian national grids and consequently Croatia's.
The EUR 150 million project has been almost two decades in the making, mainly due to lengthy zoning procedures.
Janša noted that it took ten times as long to prepare the project as it would to build it; ELES, the national grid operator, expects for the 2x400 kV power line to be linked internationally by the end of 2021 with the project to be fully completed with final details by the end of 2022.
"Unfortunately, we have terrible difficulties in Slovenia when it comes to the speed of development projects and their siteing, not so much with construction as with red tape," Janša said, adding that the project should serve as a further encouragement that procedures should never again take that long.
He said the power line was of exceptional importance not only for Slovenia but for a broader region despite the fact that electricity was being taken for granted, just like health before one got sick.
He thanked those responsible in Hungarian and Croatian institutions for making the project possible, praising excellent cooperation between the three countries during the first wave of the coronavirus pandemic in spring.
Orban labelled today's event as historic, not only because of the energy link between the two countries, but also because of a vital moment between the nations.
He said Central Europe was gaining on significance as the centre of development was moving eastward. "The EU is not just a German-French matter, it's also links between the countries that are gaining on value, which is making them a site of geopolitical games and interests of the big ones," said Orban.
He underscored energy policy and cooperation in the field as an important aspect that boosts the region's position. He predicted a further step in that direction as Slovenia and Hungary agree enhancing their gas pipeline and rail links.
The Croatian foreign minister said the power line construction was in the interests of the whole EU as the bloc sought to strengthen infrastructure links in Central Europe.
He said additional steps would be needed in the future to make the energy system reliable in the long term because the role of the sector would be vital for the EU's economic recovery.

LJUBLJANA - The Environment Ministry has made a step towards simplifying procedures for investors by proposing changes that would allow them to skip the environmental impact assessment in cases when previous analyses show that no major impact on the environment is expected.

The provisions introduce new conditions for participation of the environmental NGOs organised as associations in the procedures, requiring from them to have at least 50 active members, which NGOs prove with regularly paid membership fees and participation at general assemblies. Environmental organisations that have the status of institute need to have at least three fully employed staff with university education in the field, while institutions or foundations need to have at least EUR 10,000 in assets. The conditions for all three legal forms of environmental organisations apply retrospectively, for two years back.
In Slovenia, non-governmental organisations that obtain the status of acting in the public interest in the field off environmental protection can be, according to Environmental Protection Act, parties in the procedures and can go to court and challenge the decisions in environmental matters. So far, several major investments, which would severely affect the environment, have been successfully challenged by environmental organisations in the courts, within the administrative procedure for obtaining an environmental permit. Some of them have fewer than 50 members. Others do have sufficient number of members to meet the new criteria but did not collect the membership fee as it is not mandatory according to the rules for the sector regulation, and they don’t have or don’t want to disclose their presence lists from their general assemblies.
I don't think taking legal action / waiting 2/3 yrs is on the list of things to do with the new board.

Sale of the nature of capital

We will see bare forests, instead of lively rivers we will get dead reservoirs.
