I'm assuming that Paraguay (at some level) have signed up to the project financing plan and that includes concessions on energy prices and taxation on the project once in production. In return they will also benefit from employment, better access to fertilizer etc. I think most people can see why ANDE do not want to see Joe Public paying higher energy bills down the line because they are effectively subsidising this project.

But why can't Paraguay agree to reimburse Atome for all ANDE charges over 30 USD from their taxation take, "Paraguay" would still be receiving the same total income from the project?

This assumes that the taxation take would be sufficient to cover the "excess" energy costs and I don't have those figures. It rather depends on whether Paraguay are looking for a larger slice of the pie rather than just resolving the problem with ANDE.

So why could ATOM not requested a suspension in share trading between the initial funding announcement and the final update?

They could then have allowed a decent period of time for the Retail Offer allowing pi's to see the final funding details, make a considered judgement on investing (of not) and sort out the funds if desired during a couple of days of normal market trading.

Mark has said in several interviews that Panthera's preferred outcome would be to be reassigned the rights to Bhukia which would also clear the Indian Government of a payout. They are going to assign it to someone.

As for the ASX my concern with the "minimum cash raise" is that if there is not enough liquidity on ASX the assumed positive impact on the share price may not be able to materialise and CTL has endured a lot of pain resulting from the delays to the ASX listing.
