I'm assuming that Paraguay (at some level) have signed up to the project financing plan and that includes concessions on energy prices and taxation on the project once in production. In return they will also benefit from employment, better access to fertilizer etc. I think most people can see why ANDE do not want to see Joe Public paying higher energy bills down the line because they are effectively subsidising this project.
But why can't Paraguay agree to reimburse Atome for all ANDE charges over 30 USD from their taxation take, "Paraguay" would still be receiving the same total income from the project?
This assumes that the taxation take would be sufficient to cover the "excess" energy costs and I don't have those figures. It rather depends on whether Paraguay are looking for a larger slice of the pie rather than just resolving the problem with ANDE.
