Although the issuing of the Provision completes, in theory, the legislative and administrative process of implementation of the legal institution of the non-possessory lien in our legal system, the Registry is not yet active . Therefore, yet another impediment to the operation of the newly introduced real guarantee follows.
Pursuant to the Regulation, in fact, the register will be able to start receiving the applications and proceed with the registration of the pledges only after the publication of a specific press release on the website of the Revenue Agency , which gives notice of the operation of the register (art. 12, paragraphs 2 and 3).
