The market is suddenly awake

Yesterday’s news was like an explosion.

The potential in this little ‘penny stock’ has now been identified – weeks after Master Investor readers were alerted and months after Andrew Simms’ comments on behalf of Arden Partners clients.

The average dealing volume in the shares has been around 250,000 for some while, despite sudden flurries up to 750,000 dealt in one day.

However, yesterday the dealings were a massive 83m shares traded, closing at 5.75p, up 40% on the day.

There will be hiccups along the way, with big swings in either direction, but I consider that these shares are now heading up to scale the 10p barrier.

Arden has a ‘buy’ note out on the company, looking for 19p as their price objective.

Mega contract is a massive pointer of better times ahead

Yesterday Peter Fowler, the group’s Chief Executive, announced that it had been awarded a long-term managed services contract to provide security services to five airports in the Democratic Republic of the Congo, Central Africa.

This latest multi-million-dollar per annum managed services contract was secured after many months of negotiation and delays caused by COVID travel restrictions. The contract, which is for an initial period of 20 years, with a five-year renewal thereafter, is to provide comprehensive ground security operations, initially at four international airports and one national airport in the DRC.

Revenues will be driven by embarking passenger numbers using the airports and funded by a per passenger fee denominated in US dollars, collected through the ticketing system and payable directly to Westminster by the airlines or a suitable collection agency such as the International Air Transport Association.

Although air travel is still virus impacted, passenger numbers are estimated to be currently around 50% of normal levels, while full recovery is not expected until 2023.

The contract in the first twelve months of operation is expected to generate revenues over $6m. As passenger numbers recover to normal levels, we should then see proportional growth in revenues and margins.

Further contracts possible

There could also be an opportunity under the contract for further revenues from cargo screening operations.

Analyst Andrew Simms at the group’s broker, Arden Partners, pinpointed this company’s attributes and potential in his note way back in early March this year.

It was when commenting upon the group progressing its business development that he stated “Restrictions delayed the formation of Westminster Arabia but with this now complete, a number of potential contracts could follow through 2021 and in to 2022. Additionally, the group has recently entered into an exclusive agreement to launch Covid testing with a partner company which could lead to further business developments.”

Global customers

The company has customers in 78 countries across six continents, including national governments, sports stadia, educational facilities, conference and exhibition centres, shopping malls, financial institutions, hospitality sector and medical centres.

The group provides equipment and services to organisations across a very wide range of sectors, such as government entities, non-governmental organisations, critical infrastructure, and commercial operations.

Names like BP, Mitie Group, the Royal Navy, HM Prison Service, the British High Commission in Ghana, Aberdeen Harbour, Menzies Aviation, AirBridgeCargo, BAT, the UN, Bhutan’s Anti-Corruption Commission, the Northern Ireland Prison Service, and the International Atomic Energy Agency are just a few of those in the list.

Worth a listen off the back of the big contract win. Interesting that he says this is an initial contract for 5 airports but that the DRC is a huge country & has 54 airports. Clearly scope for further growth there & it’s a 20years contract. Feels that the company are targetting other african countries to introduce their model. (Alliance News) - Westminster Group PLC said Wednesday it has won a 10-year managed services contract for the freeport of Monrovia in Liberia, its second African business win announced this week.

The contract will start on July 1 and is expected to bring in USD1.1 million in the first 12 months, the company said.

Westminster will provide port screen services, with revenue generated from all import containers passing through the port. The contract can be extended beyond the first 10 years.

The contract award in Liberia follows Westminster's announcement on Tuesday of a security services contract for five airports in the Democratic Republic of Congo, which will deliver USD6 million in revenue in the first 12 months.

Westminster's shares jumped 40% on the news on Tuesday and were up another 7.3% early Wednesday to 6.20 pence. Over the year-to-date, the stock has risen 49%.

The Banbury, Oxfordshire-based company provides security and services through agents and offices in more than 50 countries.

"Following our announcement yesterday of a 20-plus year multi-million US dollar managed services contract for airport security, I am delighted to be able to announce yet another long-term port security managed services contract, particularly in West Africa where we already have a strong presence, and I am equally pleased this new contract opens up another new country for our operations," said Chief Executive Officer Peter Fowler.

Westminster said the Liberia contract was awarded by the government of Liberia as part of a competitive tender following the West African country's entry to the World Trade Organization. A broader deal was won by a consortium led by Medtech Scientific Ltd, from the United Arab Emirates, which in turn contracted Westminster for the port screening services.

Update on the P araytec AD Scanner project

Paraytec's grant funded project to deploy its ActiPix™ technology in the field of Alzheimer's disease (AD) diagnosis, working with a pan-European consortium of Karolinska Institute, Biomotif, Vrije University Medical Centre Amsterdam (VUMC) and MS Vision is progressing well. Prototype instruments are being built, to test blood for protein biomarkers. If successful, these instruments will be used by clinicians aiming to more accurately diagnose patients and monitor their treatment.

Pooled plasma samples from AD patients and healthy individuals have been tested in the laboratory and produced good results. In the next month, VUMC will begin testing the system with plasma samples from individual AD patients, to assess the pre-clinical performance and correlation with clinical diagnosis.

The first fully assembled instrument, incorporating Paraytec's detector technology, has been produced by MS Vision and shipped to Karolinska Institute in Sweden for testing. The instrument uses capillary isoelectric focusing (cIEF), together with ActiPix technology, to measure the level of protein biomarkers (abnormal proteoforms) in blood samples. If present, these biomarkers are indicative of the likely rate of mental decline for a given AD patient. This is important because such information could be used by clinicians in early diagnosis to differentiate AD patients from those with mild cognitive impairment, and also by researchers to help develop better drugs to counter this devastating disease.

Research conducted by the Alzheimer's Society shows that, in 2019, there were over 850,000 people with dementia in the UK. The Society considers that more than 520,000 people in the UK have dementia caused by Alzheimer's disease and this figure is set to rise.

The project is due to end in August 2021 and discussions regarding commercialisation are ongoing with system manufacturers who are already part of the project team.

During the project Paraytec has developed new cIEF analytical techniques which dramatically improve signal to noise ratios, far beyond those of competitor instrumentation. The Paraytec team believes this breakthrough will lead to new applications for its ActiPix technology, for example in the biopharmaceutical industry for quality control in manufacturing therapeutic antibodies.

Falcon-1 Production Update



Mosman Oil and Gas Limited (AIM: MSMN) the oil exploration, development and production company, announces an update on the Falcon-1 well and the Stanley Project in East Texas, USA.



Falcon-1 (Mosman 50% working interest)

The Falcon-1 well was recompleted in a new zone last week and Mosman now confirms that the Falcon-1 well is producing gas and oil with no reported water. The flow is intentionally restricted with a 5/64 choke well to monitor the well performance. The production rate with this choke is c600 mmbtu/day (c105 boepd) and the well has been operating at this level since 12 June. Whilst this gas and oil production rate is similar to the recent production rate in the lower zone, the profit margin will be greater as operating costs will be reduced due to lower water disposal costs.

Production from this zone also verifies the wireline log interpretation of multiple hydrocarbon bearing zones in this well. This will enable an update of the geological model of this lease and the adjacent Galaxie lease.

Stanley (Mosman 15-19% working interest)

The Operator has advised that hot oil treatment of the surface pipeline was successful and enabled an increase in gross production from Stanley-3 from 40 to 65 bopd.

The Operator has also advised that Stanley-4 will be back on production this week. The decision has also been made to gravel pack Stanley-1 for sand control, in order to produce the well without needing workovers to remove sand from the wellbore or pumping equipment, and this well should also be back on production in the near future.
