So even in the unlikely event all monies are returned the tax payer would be massively out of pocket since it looks like an interest free loan. 7500 + 3800 equals 12k. Just because the cost is offloaded on minimum wage tax payers does mean there isn't a cost. There is also the opportunity cost of how the 7500 could have been better spent, IE on hip operations or lower taxes.

265 pounds a month?? That's not cheap. So the system cost 4/5 times that of a boiler. With a 15 year life it's unlikely that under a present value calculation with a discount rate of 5% the system will ever repay the investment Vs a gas boiler.
