While unusual liverpool has an old infrastructure in parts and it may have been a security or comapcity issue or both but the delay is due to the work having to be approved and done by outside company

I have been at the end of an FCA investigation and we handled it very badly but once we stopped fighting the FCA they become very friendly and helpful the aim was not to shut us down but to get us to solve the problems and they will use a stick to get your attention but they genuinely want to help and not shut you down.
