if the board (elsewhere) stated what the 2016 employee award actually was, then what 'previous' period could it be? and if it is not for the year ended 31.12.17 then what 'future' period?

I am not sure it does. The statement is "Based on review of performance against the above listed targets, the Committee has concluded that whilst certain of the objectives were achieved, in light of the current financial position of the Company no bonus awards for the year ended 31 December 2017 should be granted. This recommendation from the Committee was approved by the Board" (page 34)
