Wellington Moreira Franco, 72, was born in Teresina (state of Piauí), obtained his first degree from the School of Economic Sciences of the “University of Brazil” (today the Federal University of Rio de Janeiro, UFRJ).
Franco entered politics in 1974, when he was elected federal deputy for the state of Rio de Janeiro as a member of the Brazilian Democratic Movement (MDB) party. He would go on to win the election for mayor of Niterói two years later, and in March 15, 1987 took office as governor of Rio de Janeiro.
In October 1994, he was the most voted federal deputy candidate for Rio de Janeiro in the PMDB party, with about 75,000 votes. He left the Chamber of Deputies in January 2007. In June of that year, Franco would take office as Vice President of Government Funds and Lotteries at Caixa Economica Federal (CEF), a public bank, a position he held until 2010. He was later appointed as the head of the Federal Government’s Secretariat of Strategic Affairs, a position he held between January 2011 and March 2013.
Franco directed the Secretariat of Civil Aviation of the Presidency of the Republic (a cabinet-level position) between March 2013 and January 2015, and is currently also chairman of the Ulysses Guimarães Foundation.
