I assume the test results will be made available to the French Govnt who paid for them, but unable to acquire the gold standard tests through their own decision making.
If you place yourself in the shoes of Olivier Véran, you would want the gold standard test, not a lot of different inferior tests that might screw up your data collection.
In order to 'hang his hat' on the results, only the Primerdesign test will do, and he knows it.
Thats not good political business, and Olivier will know there is a risk that the French press might use a story of how he was not able to provideg the best test available.

If he does want Primerdesig tests, he will have wanted to know how many tests are available to the private testing sector before making the offer.
1.3 Million tests for Primerdesign would be close in size to the 'biggest ever' Rhodesian order, - its a shame the French want to waste their Euros like this.
Here's hoping aunty Angela does a similar thing in Berlin, or wherever the hotspots are in Germany, - they are used to ordering Primerdesign tests.
In fact it would pay the marketing team to ask around Europe if anyone else is planning a similar campain, (nobody else needs two genes), to establish if large batches might be required soon.
