Of course employees wages are safe that’s the rules that are in place to protect staff and to ensure if a company was to go bust they would be paid. The next people to get paid are contractors and services and at the bottom of the list quite rightly are shareholders, who’s purpose there is to make a profit not a living. So yes it’s a risk to take shares in lieu of payment, because you drop to shareholder status but it comes with the reward that you may make many multiples of what you are owed.
