I feel this paragraph in the article says it all....

I think this delay is a good sign Jim (Jim falls off his chair in disbelief).
If it was a negative outcome from their meetings/discussions then I feel he would have had to announce something by now.
The new PM only took over five days ago and, I know they stated the appointed of new ministers would not delay progress, but I think she’ll want to make an early impression on her recent appointment as M & M Minister.
So my prediction is we’ll hear something positive by the end of this week.
All IMHO of course.
After the euphoria of her appointment, she is now at the front. "I thank God and I am very honored on October 7, 2020 to take over from Minister Ably-Bidamon in the Department of Mines and Energy. I am committed to investing my skills in the continuity of projects for the development of our country, Togo," the mechanical engineer wrote on her Twitter account.
Note she only took over from the old minister two days ago.
I like that last sentence in her statement!
