The buffer is working nicely for them. They haven’t sold one share and about 2 million shares is been transacted (bought/sold) below 28p.

the point is they are not selling .... they are buying below 28p! or closing their short below 28p.
that 1.1 million shares is a buffer to stop the share price going up.
