Should we not have had an RNS if it has moved forward or backwards even?

Why was it that on the 17th of September that the PPIB changed our project status from:
"Issuance of NTP & LOI in process "
TO
"Project proposal is under evaluation / consideration"
This needs an RNS in my opinion, have we gone backwards or forwards?????
