The Chinese National Development and Reform Commission flagged it will closely monitor speculatory price increases and crack down on misleading information to inflate prices. Adding to the downturn, mills in the Tangshan hub cut back on production in response to pollution regulatory measures. In the meantime, the Chinese government announced a 5% growth target for this year during its National People’s Congress session, curbing expectations of a more ambitious plan but confirming that ample stimulus would be distributed to the infrastructure and construction sectors."

Yes, those share options do tether a couple of them to the co., even if they were very generous. A good JV often protects a co. from a hostile bid from elsewhere.
