Georgian opposition parties sign deal to end political crisis

TBILISI, Georgia (AP) — Georgia edged closer to ending a months-long political crisis after several opposition parties signed a deal Monday that was brokered by the European Union.
However, the biggest opposition force, the United National Movement, refrained from signing the document proposed by European Council President Charles Michel. It said it would decide whether to sign when Michel visits the ex-Soviet nation Tuesday.
The political situation in Georgia has been tense since the Oct. 31 parliamentary elections. The governing Georgian Dream party won the vote, but the United National Movement charged that the vote was rigged and refused to concede defeat, demanding a rerun.
By signing the document Monday, several opposition parties agreed to enter parliament, which they have been boycotting since the elections.
The agreement offers reforms of the Central Election Commission and the prosecutor’s office. It also envisages that if the Georgian Dream party fails to receive at least 43 percent of the votes in this year’s municipal elections, it will agree to hold new parliamentary elections.
The document also implies the release of Nika Melia, the chairman of the United National Movement, who was put in custody in February for breaking parole terms. Melia faces charges of inciting violence during protests that erupted in 2019.

The exiled leader of the United National Movement, former President Mikheil Saakashvili called on his party today to sign the EU-proposed April 19 agreement to end Georgia’s political crisis once UNM Chair Nika Melia is released from prison.
Saakashvili’s statement comes as the UNM and European Georgia were the only two parties to not sign the EU compromise proposal at the Presidential Palace yesterday, although Salome Samadashvili, UNM leader, chose to sign the agreement individually.
Despite the document containing “several shortcomings” and failing to fully end the crisis, Saakashvili said it allows releasing Nika Melia and pro-opposition Mtavari Arkhi TV shareholder Giorgi Rurua.
“There is a key second point in this agreement as well,” the ex-President went on, noting that “a referendum on ousting the Georgian Dream, and Bidzina Ivanishvili, from power, was practically scheduled in autumn with the local elections.”
Calling the upcoming local elections “a referendum,” the UNM leader is alluding to the point in the agreement based on which early parliamentary elections shall be called in 2022 if the ruling Georgian Dream party receives less than 43% of the votes in the local self-government polls.
Saakashvili, exiled from Georgia in 2013 for fear of alleged political persecution from the Georgian Dream party, also announced that he plans to arrive to Georgia ahead of the local elections. “I will physically be with you, regardless of the risk this will entail for my life or my freedom,” he said.

Lelo Secretary General Badri Japaridze, who is in Brussels, said that Georgia could gain interim EU membership status.
According to him, this status will be new opportunities for Georgia, which will help get out of the economic crisis.
"A new initiative was launched in Brussels today to introduce a roadmap for EU membership (as there is a roadmap for NATO membership) and it will be a huge step forward in the interim status for EU membership that can be granted to Georgia.
