I don't know all the T&Cs of the Agrocerrado contract and neither do you.
But what I do know is Triunfo reported 2,184t sales for CFEM to end of 2018.
Harvest reported revenue that gave the impression they had sold a lot more.
The 'no sale' invoice is the problem.
A similar event occurred end of 2019.
It is for the company, Harvest to now provide an explanation.
They have been asked about the discrepancies in CFEM sales vs sales reported in the accounts and they have been asked about the invoice.
It is the only explanation for the invoice smalleyus

I doubt there was minimum sales in the agreement, have you got a source for that little ditty?
I would have thought they had a minimum price as the invoice stated 17,035.92 ton at a unit value of R$150.00t and not the R$200.00t stated in the RNS.
However, that's not the point is it. If they generated an invoice for 17,035.92t and it wasn't sold then it shouldn't be counted as revenue from fertiliser sales.
The invoice was generated December 28, 2018, the decision to raise that invoice, an invoice for R$2,555,388.00 would not have been made by some office clerk working thought xmas period. No, it will have come from way above that.
The incompetence from above perhaps, as any invoice clerk would have known that if you raise an electronic invoice (NFe) in Brasil you have a 24 hour period in which the invoice can be cancelled after that the CFEM tax must be paid before the end of the following month. Strangely, 5 days later the invoice was taken to Agrocerrado who refused to accept the invoice leaving Triunfo....... in the firing line for a court case for non payment of CFEM tax.
The action from the incompetent could have jeopardised the FML application leaving Harvest with no mine at all.
They didn't make the same mistake for the set of accounts to end of 2019 and a payment for Agrocerrado, dust or no dust?
The agreement with agrocerrado stipulated minimum sales if they didn't sell, that's their fault and HMI had every right to invoice them.

Look back when they first started making dust using MKI machine in 1t bags, they sold 803t not bad for 3 months.
They shutdown MKI to build dust machine MKII that came online May 2019 just after a £9million placing.
The SP was then 22p and despite all the wonderful news and lots of cash in the bank, 7months later the SP was 9p (Xmas).
In that 7month period only 2,184t was recorded as sold - so it looks like someone knew the dust sales weren't going well, fortunately it wasn't you.

The new size bags are another way of getting the product to market. That sales vector might work, it might not. I think it will. It should generate sales which HMI otherwise would not have had and it has the potential of opening the retail market up.
