Board of Directors addresses comprehensive development of gas processing and gas chemical capacities in Eastern Russia

The Board of Directors' meeting is underway at the Company's Headquarters.

The meeting addressed the issue of comprehensive development of gas processing and gas chemical capacities in the Eastern Siberia and the Far East.

The Board of Directors recognized the development of gas production, transmission, processing and gas chemical capacities in Eastern Russia as Gazprom's prioritized activity.

The Gazprom Management Committee was tasked to ensure the elaboration of a Comprehensive Action Plan to develop gas production, transmission, processing and gas chemical capacities in Eastern Siberia and the Far East. The Plan will be submitted for consideration to the Board of Directors in the fourth quarter of 2009.

Background:

The September 2007 Order by the Russian Federation Industry and Energy Ministry approved the Development Program for an integrated gas production, transmission and supply system in Eastern Siberia and the Far East, taking into account potential gas exports to China and other Asia-Pacific countries (Eastern Gas Program). Gazprom was identified by the Russian Government as the Program execution coordinator.

In March 2008 the Gazprom Board of Directors approved the Development Strategy for the Company's gas chemical and gas processing facilities.

As part of the Eastern Gas Program execution Gazprom is elaborating, with due regard to the said Strategy, concept proposals for creation of processing capacities in Eastern Siberia and the Far East

In particular, the Company is looking at the possibility to construct the following capacities:

a gas processing plant (GPP) and a gas chemical complex (GCC) in the Krasnoyarsk Krai based on the Sobinsko-Payginskoye oil and gas condensate field;

GPP and GCC in the Irkutsk Oblast based on the Chikanskoye gas and condensate field;

GPP and GCC in the Republic of Sakha (Yakutia), the LNG plant and GCC in the Primorsky Krai based on the Chayanda oil and gas condensate field;

GPP in the Khabarovsk Krai designed for processing a part of natural gas to be produced within the potential development projects offshore Sakhalin.
