Announcement of new Competent Person's ReportΒ 

Xcite Energy is a heavy oil company focused on the development of discovered resources in the United Kingdom North Sea. The Company holds a 100% working interest inΒ BlockΒ 9/3b,Β which contains the Bentley field in its entirety, one of the largest undevelopedΒ heavy oilΒ fieldsΒ in the United Kingdom North Sea.Β 

Xcite EnergyΒ is listed on the AIM Market of the London Stock Exchange ("AIM") and the TSX Venture Exchange ("TSX-V").

The Company today announcesΒ the results of the new Competent Person's Report ("CPR"),Β dated and effective on February 20, 2009, asΒ undertaken by RPS EnergyΒ following the successfulΒ drilling and testing of theΒ 9/3b-5 wellΒ by XciteΒ EnergyΒ on the Bentley field in February 2008.

KEYΒ HIGHLIGHTS

The CPR supports the Company's view that theΒ BentleyΒ fieldΒ should beΒ commercialΒ based onΒ proving the modelled flowΒ rates and completion techniques through an Early Production System ("EPS");Β theΒ probability of commercial success for the BentleyΒ field has been increasedΒ from 50% to 70%.
TheΒ BentleyΒ fieldΒ has been classified asΒ havingΒ Contingent Resources (Development Pending),Β the highest category of Contingent Resources before theΒ "Reserves"Β category underΒ PRMSΒ (as subsequentlyΒ defined)Β terminology, whichΒ representsΒ a significantΒ reduction of riskΒ comparedΒ withΒ theΒ resourceΒ categoryΒ assigned to the fieldΒ prior to theΒ drilling and testing of theΒ 9/3b-5 well.Β The risks and the uncertainty associated with recovery of the resources have been set out in the CPR.
The volume of recoverable resourcesΒ onΒ theΒ BentleyΒ fieldΒ has been increased significantlyΒ in the Low and Base cases;Β 72Β MMbbls (previouslyΒ 37Β MMbbls)Β for the LowΒ caseΒ andΒ 122Β MMbbls (previously 68 MMbbls)Β forΒ the BaseΒ case.Β With the increased confidence inΒ theΒ commercial potential of the BentleyΒ field, theΒ BaseΒ case risked resources have increased from 34 MMbbls to 86 MMbbls, an increase of over 250%.
FurtherΒ potential upsideΒ has been identifiedΒ in the recoverable volumes reported from a range of reservoir parametersΒ and data,Β including the re-processed 3D seismicΒ survey.
TheΒ success caseΒ Net Present Value of the Bentley field in the BaseΒ case,Β using a 10% forward discount rateΒ ("NPV10"),Β a flat real price of $80 for Brent crudeΒ (the RPS EnergyΒ currentΒ price forecast)Β andΒ a 15% discount for heavyΒ oil,Β isΒ approximatelyΒ US$780Β million.
Principal issues remaining to be addressed following the drilling and testing of the 9/3b-5 well include the requirement to confirm commercial flow rates within Bentley, which are currently predicted from modelling and are supported by the well flow rates in the analogue Bressay field. This will require a horizontal well and flow test during the next reservoir intervention, i.e.Β the plannedΒ EPS.
TheΒ EPS work programmeΒ has beenΒ designed to resolve these remaining issues and should enableΒ theΒ Company to bookΒ "Reserves"Β (as defined under PRMS) on the Bentley field.

2009Β OUTLOOK

Preparation forΒ theΒ EPSΒ onΒ theΒ BentleyΒ fieldΒ (as outlined in the CPR)Β will continue together with the application to the Department forΒ Energy and Climate ChangeΒ to become aΒ North SeaΒ production operator.Β 
Financing and commercial options for undertaking the EPSΒ areΒ currentlyΒ being discussed and appraised with a number of potential business partners,Β with a view toΒ concludingΒ such discussions during 2009.

In a development that the Company believes shows the potential for heavy oilΒ productionΒ in the North Sea,Β StatoilHydro, as operator ofΒ theΒ BressayΒ field, completedΒ theΒ fifth well on the fieldΒ in November 2008Β andΒ has publicly announcedΒ itsΒ intentionΒ for the development of the field with a target first oil date in 2014.Β Β The Bressay field is 6km from the BentleyΒ field and has been shown to be a close reservoir analogue field for the Bentley field, with similar crude oil and geological properties.

The CPR has beenΒ preparedΒ by RPS Energy using the definitions and guidelines set out in theΒ 2007 SPE/WPC/AAPG/SPEE Petroleum Resource Management System ("PRMS") as incorporated into theΒ Canadian Oil and Gas Evaluation HandbookΒ ("COGEH") by theΒ Society of Petroleum Evaluation Engineers & Canadian Institute of Mining, Metallurgy & Petroleum.

Contingent Resources are those quantities of petroleum estimated, as of a given date, to be potentially recoverable from known accumulations using established technology or technology under development, but which are not currently considered to be commercially recoverable due to one or more contingencies. Contingencies may include factors such as economic, legal, environmental, political, and regulatory matters, or a lack of markets.Β There is no certainty that it will be commercially viable to produce any portion of the resources.
