The Company was notified on 29 August 2013 by Neon Liberty Capital Management of the following change in ownership.

In accordance with Article 76 of the Articles of Association of Dragon-Ukrainian Properties & Development plc (the "Company") and further to our previous Disclosure Notice of Change of Ownership dated November 14, 2012, we hereby confirm that, as of today's date, Neon Liberty Capital Management, having its principal place of business at 600 Third Avenue, Suite 2600, New York 10016, USA ("Neon Liberty"), through the Fund listed below holds voting rights with respect to 5,403,900 ordinary shares of the Company, representing approximately 4.94% of the outstanding share capital of the Company.

The total number of voting rights Neon Liberty holds has changed by less than one per cent. since its last filing and therefore Neon Liberty has not notified the Company of changes in voting rights since its last filing.
Neon Liberty is submitting this Disclosure Notice now as the chain of controlled undertakings through which Neon Liberty holds its voting rights has changed through a cross trade on August 27, 2013 of 4,048,658 ordinary shares from Neon Liberty Lorikeet Master Fund LP and NLCF Fund LP to Neon Liberty Emerging Markets Fund LP which now holds a total of 5,403,900 shares in the Company. The total consideration paid by Neon Liberty Emerging Markets Fund LP for the shares was £1,337,955.77 (including commission and fees), representing a price per ordinary share of £0.3308.
