No they cannot .You do not own the shares when shorting you borrow them and pay interest for the time .

You sell in hope to buy them cheaper .Shorting should be banned on AIM as the whole concept of AIM is companies to get funding. All this start ups have no meaningful income and they are in very un favorite situation
