It could be the fact that the owner of the CDL shares might have passed away and the shares must be sold by their executor/solicitor to satisfy probate and to finalise the deceased will and estate, regardless of the share price at the time of sale. It could also be the fact that the shareholder has to pay their stockbroker a monthly fee, with this fee far exceeding the values of the shares e.g. if the seller had a £10 monthly subscription which equals £120 a year it could far outweigh the value of the shares, so it could be more cost effective to sell them for whatever they can get as they could save more money over the long run.
